you sure the cam gear did,nt turn when you were putting the belt on?when you put number 1 piston all the way up did you take your hands and turn the crank to 0 on the scale? when the piston is all the way up then usually you have to turn the crank to 0 on the scale.

The cam marks should not be straight across from each other. The right mark should be slightly down from the left one. About a half tooth.
